Excluded New Jersey Resident Fund (ENJF)

The ENJF provides a one-time, direct cash benefit to eligible households that have suffered financial hardship due to COVID-19 and were excluded from both federal stimulus checks and COVID-related unemployment assistance, including undocumented individuals. , residents returning from the justice system, and anyone else excluded.

Eligibility Criteria

To be eligible, applicants must demonstrate the following:

  1. Exclusion from both federal stimulus checks and COVID-related unemployment assistance
      • Applicants must be able to demonstrate that they were excluded from both federal stimulus checks and COVID-related unemployment assistance through bank statements and a self-assertion form.
      • The Self-Attestation Form is a document found within the Application, which is a hardship statement by the applicant that they were excluded from both federal stimulus checks and COVID-related unemployment assistance.
  2. Impact of COVID in the home
      • Loss of income due to reduction of hours or dismissal.
      • Inability to work due to isolation or quarantine, your children's remote school learning schedule, illness, or death from COVID-19, or the inability to pay bills due to loss of income.
  3. Family income that is less than $ 55,000
    • Applicants must provide proof of household income of $ 55,000 or less. (Proof examples may include bank statements, award letters from a social services agency such as Social Security or Veterans Affairs, and pay stubs)
  4. Residence, identity, and age
    • Applicants must present documents that establish identity and residency. All applicants must be 18 years of age and reside in the state of New Jersey

Proof of Exclusion from Federal Stimulus and COVID-Related Unemployment Assistance

Applicants must provide proof that they were excluded from both federal stimulus checks and COVID-related unemployment assistance through bank statements and the self-declaration form.

Bank statements must show household income for the time the federal stimulus checks were issued that do not show additional deposits or income from any COVID-related assistance.

Federal stimulus checks (coronavirus stimulus checks):

  • First round: The first stimulus check, from the CARES Act, would have arrived in mid-April 2020. The stimulus peaked at $ 1,200 per person (with an additional $ 500 per dependent).
  • Second round: The second round of stimulus payments from the Consolidated Allowances Act of 2021 would have come as of December 29, 2020. $ 600 per person, or $ 1,200 for married people, plus $ 600 for each qualifying child.
  • Third round: The third round of American Rescue Plan stimulus payments shipped on March 31, 2021. Eligible individuals received a payment of $ 1,400 ($ 2,800 for married couples), plus an additional $ 1,400 per eligible child.

COVID-related unemployment assistance

Pandemic Unemployment Assistance (PUA) provides benefits to New Jersey workers who:

  • not eligible for unemployment benefits in any state, including the self-employed (freelancers, “gig” workers)
  • otherwise you can and are available for work, unless you are unemployed, partially unemployed, or unable or unavailable for work due to a COVID-19 qualifying reason (sick, quarantined or exposed, need to care for a member family or household member, lost a job, has health and safety problems), and
  • Able to demonstrate attachment to the labor market, through income or an official job offer.

Covid impact test

Applicants will also need to show that they have suffered financial hardship due to COVID-19, such as a loss of income or expenses related to COVID.

  • Reduced earnings / wages as a result of job loss or reduced hours, or
    • Most recent pay stubs or representative of household income for the past 12 months.
    • Employer Notice.
    • Bank statements that reflect a significant change in direct or manual deposits over the course of 3-6 months.
  • Inability to pay basic costs, such as housing costs and medical expenses, or
    • Proof of arrears in rent or utilities.
    • Unpaid COVID-related medical bills for doctor visits, hospitalization, or medications for oneself or a family member.
    • Letter from the owner confirming difficulties.
  • COVID illness or death of a household member
    • Funeral expenses related to a household member due to COVID-19.
    • Death certificate.
    • Medical documentation related to COVID. (Positive COVID test or hospitalization documentation)

Proof of income of $ 55,000 or less

Proof of family income below $ 55,000, the documents listed below can be used to prove family income.

  • Bank statements
  • Pay stubs
  • Employer letter
  • Award letter from a social services agency (example: Social Security or Veterans Affairs)

  • If someone lives with you and depends on your income (you pay your bills and support it), it is part of your Home . For example, if you financially support a child or grandparent who lives with you, they count as part of your household.
  • If there are multiple employed persons who support their dependents, those combined income constitutes the total income of su Home . For example, if you earn $ 16,000 and your spouse earns $ 14,000, then your total household income is $ 30,000.
  • If other roommates live in your home, but are financially independent (pay their own bills), then they do not count as part of your household.

Proof of identity, residence, age

Applicants must present a document from List A or a combination of one (1) selection from List B and one (1) selection from List C to prove their identity and residency. All applicants must be 18 years old. of legal age and resides in the state of New Jersey.
